ON SOUTH EASTERN RAILWAY FOR THE YEAR 2024-25

Closing Date: 29.08.2024 (for residents of North Eastern states, Sikkim, Jammu & Kashmir, Lahaul & Spiti District and
Pangi Sub- Division of Chamba District of Himachal Pradesh, Andaman & Nicobar Islands and Lakshwadeep.
Applications are invited from eligible sportspersons who are Indian nationals for recruitment against Sports Quota
(Open Advertisement) for the year 2024-25 in South Eastern Railway for the vacancies indicated below:
No post is reserved for SC/ST/OBC communities. The candidates having the required performance/
achievement in the particular sports discipline will be selected on the basis of overall merit irrespective of
their communities. However, the candidates may enclose self-attested photocopies of the communities they
belong to. This is strictly required vide chapter 13 of the brochure (published by Govt. of India/Ministry of
Personnel, Public Grievance of Pensions Deptt. of Personnel Training, New Delhi.) Xerox copy of caste
certificate issued by the Competent Authority, not below the rank of Tehsilder in case of SC/ST/OBC
communities. OBC candidates shall also submit OBC Non-Creamy Layer certificate in the Central Govt.
format issued not before than 01 year by the competent authority.
3. ELIGIBILITY CRITERIA :
3.1.Age Limits – Minimum 18 years and maximum 25 years as on 01.01.2025. There is no age relaxation for
SC/ST/OBC candidates. Copy of Matriculation or its equivalent certificate from a recognized Board, OR the
Birth Certificate should be submitted for proof of Date of Birth.

Additional acceptable Sports achievement eligibility norms for certain Sports discipline as mentioned below
(Read with Para 3) :-
(a) In Hockey (Men/Women) for recruitment against the posts having Grade Pay Rs. 1800/- in Pay
Band Rs. 5200- 20200/- participation in the International Tournament (Senior or Junior) of four or
more nations may also be considered.
In Hockey (Men/Women) Semifinalist in Senior National Championships may be considered for
Grade Pay 1800/- in Pay Band 5200-20200/-.
(b) In Athletics (Men) – (i) Medal winning performance in National Inter State Senior Athletics
Championship, may also be considered for recruitment against Posts having Grade Pay
Rs.1900/2000 Pay Band Rs.5200-20200/-.
(ii) Gold medal winner in Open National Championships (Senior) Inter State Athletics
Championship (Senior) and Asian Championship (Senior) may be considered for recruitment in Pay
level 2/3.
IMPORTANT : The applicant must have earned the achievements mentioned above, on or after
01.04.2022. The concluding day of the Championship/Event shall only be taken into consideration for this
purpose. All the Championships/Events mentioned above should have been conducted under the aegis of
recognized international/national /state sports federations/association and also recognized by the Railway
Sports Promotion Board (RSPB).
NOTES :
a) Boxing (Men) – Sports achievements in the events conducted by the Indian Amateur Boxing Federation or any of its
affiliates shall not be considered for the purpose of recruitment. Participation and medal winning performance in the
events organized by the Boxing Federation of India after 28.10.2016 shall be considered for recruitment.
b) Body Building (Men) – Sports achievements in the event conducted by Indian Body Builders Federation of India only
shall be considered for recruitment.
c) Chess (Men) – Following Sports achievements may also be considered for recruitment in Grade Pay level.

recruitment purpose. All India G.V. Mavlankar Shooting Championship is not a recognized championship for this
purpose.
e) In Power Lifting (Men/Women) – Certificate issued by the Power Lifting Federation or its affiliated units after
03.10.2017 will not be considered for recruitment. However the certificates issued by the association of Indian
Universities and the International Federations for recognized Sports Achievements in the game of Power Lifting shall
be considered.
3.3 Sports norms for Level-1
a) Represented the Country in any of the Championships/events in the Commonwealth Championship (Junior/Senior
Category)/Asian Championship/ Asia Cup (Junior/Senior Category)/South Asian Federations (SAF) Games (Senior
Category)/ USIC (World Railways) Championship (Senior Category)/ World University Games.
Or
b) At least 3rd Position in Federation Cup Championships (Senior Category).
Or
c) Represented a State equivalent Unit, excepted in Marathon and Cross Country with at least 8th position in Senior
National Championship.

d) In Cricket (Men) :- In Cricket, at National Level, following Sports achievements in 4 days/One day limited
Overs/Twenty-20 Cricket Championships (except Vizzy Trophy) organized under the aegis of
BCCI, may also be considered for recruitment against the posts having level-1.
e) Golf (Men) :- For recruitment against the posts having Grade Pay Rs. 1800 in Pay Band Rs.5,200-20,200: sportsperson
having I.G.U. ranking upto 100; subject to single handicap i.e. less than 10 (in order of Merit/Amateur Merit list) shall
also be eligible for recruitment. Only the current Annual All India Ranking shall be considered for these purposes.
The highest ranking in the year of recruitment may be considered for the purpose.
The players may be allowed to play in professional tournaments only after completing 5 years after their recruitment after
taking NOC from RSPB.
f) Hockey (Men/Women) – Events recognized by the ‘Hockey India’ shall be considered for the purpose of recruitment in
the discipline.
g) In Volleyball (Men/Women) – The Sports achievements in the events conducted by the Volleyball Federation of India or
its affiliated units after 25.06.2020 shall not be considered for recruitment. However, the certificates issued by the
Association of Indian Universities and the International Federations for recognized Sports Achievements in the Game of
Volleyball, will be valid for recruitment.
NB: The Sportspersons fulfilling the minimum Sports norms for recruitment in higher grades shall be eligible for recruitment
in lower grades also. However such Sportspersons will be eligible for promotion/ re-appointment in higher grades
only on the basis of his Sports achievement acquired after joining Railways.

3.5. Educational Qualification –
Candidates should possess requisite academic qualification while applying in response to the notification
as given below. Those who are appearing at and/or awaiting results of final examinations are not eligible.

Note: – For appointment against Sports quota in Technician-III, the minimum
educational qualification is 10th pass. However, the training period for such sports
quota appointees will be 03(three) years, unless they pass / possesses ITI
qualification in the relevant trade, in which case it will be six months.

4. HOW TO APPLY –
4.1 Examination Fees –
(i) The Examination fee as detailed below to be paid by way of IPO or Bank Draft. Date of issue of IPO / Bank
Draft should not before the date of this notification.
(a) For candidates belonging to UR/OBC Rs.500/-(Rupees Five hundred only)
(b) For candidates belonging to SC/ST/ Ex.

(Candidates must write their name, full address at the space provided in the IPO. Applications received
with cash / Money Order/ Central Recruitment Fees stamps /Cheque will not be accepted and hence will be
rejected.)
(ii) For claiming waiver of examination fee, minority candidates should furnish ‘Self declaration’ as mentioned in
Annexure-III along with the application form Minority candidates shall also be required to furnish an affidavit
sworn before an Executive Magistrate of their belonging to minority community. Minorities will mean Muslims,
Christians, Sikhs, Buddhists, Zorastrian (Parsis).
(iii) Economically Backward Classes will mean the candidates whose family income is less than Rs.50,000/- per
annum and income certificate for this purpose should be issued from the specified Authority and on the specified
Format as per Annexure-II.
(iv) Rs.400/- to UR/OBC and Rs.250/- to SC/ST/ Ex. Servicemen/ Persons with Disabilities(PWDs), Women,
Minorities and Economically Backward Classes will be refunded to those eligible candidates who will actually
appear in the selection/trial.

4.2 Instructions for filling up the Application Form:
(i) Candidates should carefully read the instructions mentioned hereunder before filling up the application form.
The form can be downloaded from the official website of Railway Recruitment Cell, South Eastern Railway,
www.rrcser.co.in (Annexure-I).
(ii) The candidate has to fill up required information in his/her own handwriting using blue / black ball point pen.
The application should be filled either in English or Hindi but not in any other language. Application filled in any
language other than Hindi/English and having any change in the format of application will lead to rejection of
application summarily.
(iii) One recent passport size photograph (4cm x 5cm), preferably color, should be affixed on the application form
without fail. The Photo may preferably be not older than 3 months as on the date of applying. The photo should
clearly reveal the full face and should be taken without wearing cap and goggles/colored glasses. Photo should be
new, sharp and clear, with light background, suitable for scanning and printing. Do not put any mark or signature
on the front side of the affixed photograph. The photograph should be neatly and firmly pasted in the prescribed
space, and not stapled or pinned. Photograph should not be attested.
(iv) One loose extra photograph with name, date of birth, and signature of the candidate written on the backside
should be attached along with the application form.
(v) Signature of the applicant must be full and in running hand not in block capital letter or disjointed letters.
Candidates are required to sign in English or in Hindi in the prescribed places provided in the application form
along with the Annexures, wherever applicable.
(vi) While filling up of the application, candidates have to ensure that the signatures and two marks of physical
identification (like a mole on the nose, cut-mark on the fore head in the left side or a scar mark below the left arm
etc) are clearly given without fail. Candidates should also give two left thumb impressions in the application form.
If the LTIs are not clear and are smudged, the application will be liable to be rejected.
(vii) Applicant should write on the top of the envelope containing the application as follows:
“Application against Sports Quota (Open Advt.) recruitment for the year 2024-25.”

(viii) Candidate should clearly indicate the specific sports discipline, event, and position applying for as given in
Para-1 above. (e.g. Full Back / Forward etc).
(ix) Candidates should send their applications so as to reach at the address mentioned below at para 4.3 on or
before the closing date and time. Railway administration shall not be responsible for any postal delay. Late
applications would be summarily rejected.
(x) Only international numerical like 1,2,3 etc should be used.
(xi) Candidate should write his/her name, father’s name / husband’s name in capital letters as given in
Educational Certificate.
(xii) Candidates should also indicate other particulars as have been asked in the application form and the
Annexure as well, wherever applicable.
(xiii) Selected candidates are likely to be posted anywhere on South Eastern Railway after successful completion
of all pre-appointment formalities, including training wherever prescribed.
(xiv) Before applying for a post, the candidate should ensure that he/she fulfils the eligibility and other criteria
stipulated for the post. The Railway Administration would be free to reject any application not fulfilling the
requisite criteria at any stage of recruitment and if erroneously appointed, such candidate is liable to be summarily
removed from services even after appointment.

(xv) In case of serving employees, a ‘No-Objection Certificate’ from the employer should be attached.
(xvi) Those candidates who are debarred from appearing in any of the RRB/RRC exams need not apply unless
their debarment period is over by the closing date of this Employment Notification. Otherwise, their applications
shall not be entertained.
(xvii) Applicant should enclose with the application a set of legible, self attested photocopies of all certificates, in
proof of educational qualification, age, ST/SC/OBC status etc.
(xviii) The candidates seeking fees exemption, for being from economically backward classes, must get the
Annexure-II filled up and certified by the proper authority as mentioned therein. Minority candidates have to
make a self declaration in the format as in Annexure-III for claiming waiver of examination fees. And such
candidates are to furnish a Minority Community declaration affidavit on non-judicial stamp paper of Rs.10/-
sworn before an Executive Magistrate establishing their belonging to minority communities.
Note: Kindly bring original documents of Date of Birth, Educational Qualification and Sports Achievements and
Identification proof on the day of Trial without which you will not be allowed to appear in the selection. No
TA/DA/Accommodation will be given for appearing in the selection trial. You will have to bring your own kit.
You may also be required to stay during the selection for 2-3 days for which you have to make your own
arrangements. All documents enclosed with the application form must be self attested.

5. SELECTION PROCEDURE:
Selection will be based upon performance in sports Trials followed by Certificate (Sports & Educational)
Verification by a duly constituted Recruitment Committee of this railway. The venue & date for Trials and
Certificate Verification will be intimated to the eligible candidates in due course.
5.1 Distribution of Marks:

5.3 (i) The Recruitment process is based purely on the merit of the candidates as per vacancies, in a particular
discipline, notified. Canvassing in any form will attract disqualification. In case more than one sportspersons
score the same mark in a given discipline, preference would be given to the younger candidate to decide the
merit.
(ii)The Railway Administration has all rights reserved to fix any date, as deemed suitable, change of place or
postponement of Trials at its own convenience, which can also be cancelled due to unforeseen exigencies against
which no claim will be accepted.
6.OTHER TERMS AND CONDITIONS:
(i) Applications not fulfilling any of the terms and conditions given in this notification shall be summarily
rejected.
(ii) Applicant should possess requisite educational qualification and sports achievements on the date of
submission of application.
(iii) Discrepancies in the application submitted would render the candidate ineligible at any time during the
selection.
(iv) Eligible applicants will be issued with call letters to their correspondence address, for the sports trials. South
Eastern Railway will upload the list of eligible and ineligible candidates in the website of Railway Recruitment
Cell, South Eastern Railway website address www.rrcser.co.in for general information and viewing. Individual
requests for change in dates / venue for trials etc. shall not be entertained under any circumstances. After trial,
only the FIT candidates shall be considered for the next stage. Candidates declared NOT FIT by the Trial
Committee will not be assessed further by the Recruitment Committee.
(v) SC/ST candidates will be eligible for free rail travel in second class for attending Sports Trials.
(vi) Selected candidates have to pass the requisite medical fitness standards prior to appointment.
(vii) Selected candidates will have to submit ‘Service Bond’ requiring them to serve 5 years with the railway.
(viii)In the event of appointment as Clerk-cum- typist posts in Group-C railway service, candidates will be
required to acquire typing proficiency of 30 w.p.m. in English or 25 w.p.m. in Hindi within a period of four years
from the date of appointment, and till such time, appointment will be provisional.
(ix) Decision of South Eastern Railway in all matters relating to this recruitment shall be final.
(x) The candidates applying for the posts against the said Notification should keep track of the Sports Trial date(s)
which will be notified through the official website of South Eastern Railway. In case applicant does not receive
the call letter 5(five) days before the notified Sports Trial date(s) due to postal delay, the applicant should report
to the Chairman/ Railway Recruitment Cell/GRC in person for duplicate call letter at least one day before the
Sports Trial date(s). Duplicate call letter will be issued on production of original photo Identity Card i.e. Aadhar
Card, Voter Identity Card, PAN Card, Passport or Driving License.

(xi) No other intimation of rejection, other than uploading the list in the above mentioned website, would be
communicated to ineligible candidates.

6.1 For any legal dispute, the jurisdiction will be the Central Administrative Tribunal, Calcutta.
7.CAUTION: Recruitment is purely merit based. South Eastern Railway have not appointed any agent or
coaching centre for acting on its behalf for this recruitment. Candidates are cautioned against any false claims
made by any unscrupulous persons/agencies of getting them selected in this recruitment on illegal consideration.
