administrative control of all motorman of KGP Divn shifted from Sr.
DEE/TRS/TPKR to SR. DEE(OP)/KGP.
From the very beginning of starting of EMU service, motorman working under
the administrative control of Sr. DEE/TRS/TPKR and for which smooth train
movement service is going on till date due to the following reasons:-
(i) It is easy for the motorman to share the difficulties regarding maintenance
as well as operations with Sr.DEE/TRS/TPKR, which may not be possible by
transferring the cadre controlling and administrative authority to Sr. DEE
(OP)/KGP.
(ii) It is easy to resolve the administrative difficulties of motorman without
taking any leave as Sr. DEE/TRS/TPKR office is at TPKR which may not be
possible by transferring the cadre and administrative authority to Sr. DEE
(OP)/KGP whose office is at KGP.
(iii) Sr.DEE(OP) controlling approx. 1500 nos. of running staff at KGP, NMP, ADL
& SRC, CLI’s, CC’s, LC’s maintenance staff at KGP, SRC and office staff etc. so
it will be overburdened for Sr. DEE(OP) if all motorman comes under
SR.DEE(OP)/KGP and included looking after the different Locomotives such as
WAG-5, WAG-7, WAG-9, WAG-12, WAP-4, WAP-7 etc. including running rooms.
(iv) Motorman link and Rake link is a combined link and is to be prepared with
the co-operation between TPKR maintenance and Motorman only.
(v) In EMU service having different types of rules like conventional 3phase,
BEML, Medha, ICF etc., failure of such rakes directly affects the motorman and
burden will come on the shoulder of Sr.DEE(OP) when control motorman will
come under Sr.DEE(OP).

No. 153/22. This is a prolonged issue before the Rly. Board, which was
approved by Finance organization in railway Board after repeatedly chasing by
the Board/Federation. Unfortunately it has not yet been implemented in this
zone, though it was already implemented in other zones. It is observed that the
finance authority and the executive branch officers in the H.Q. as well as
division are not co-operative properly for which the delay occur.
As such this union urge that executive branch officers of all departments as
well as finance organization in H.q. and division may be advised to cooperate
with the personnel administration for early implementation of the order.

(a)The main problem at this moment is lack of permanent doctors in various
departments:
(i) Orthopaedic, (ii) Neuro Medicine, (iii) Chest Medicine, (iv) Dermatology, (v)
Gastroenterology, (vi) Endocrinology, (vii) Dental, (viii) Haematology, (ix)
Carcinoma.
(b) Departments which have insufficient permanent doctors:
(i) Eye – 1, (ii) Cardiology – 1, (iii) Genl. Surgery – 1, (iv) Urology – 1, (v)
Nephrology – 1, (vi) Paediatric – 1, (vii) Gynae – 2, (viii) Genl. Medicine -2.
Due to non-availability of the aforementioned Doctor’s in Central
Hospital/GRC. The patients are facing trouble for timely treatment and
management.
Union demand that an instruction to be issued for direct admission of the
patient to the referral hospital showing their UMID/Smart card, so that the
patient can get timely treatment facilities.
(c) Vacant posts of Nurses are not being filled for a long time.
(d) It takes too much time to get medicine from dispensary after UMID is
launched. For senior citizen/Handicapped patients it is necessary to keep at
least one separate counter open throughout the day time.
(e) After a long wait the Scan unit has been installed. But it is very necessary
to install MRI unit at an earliest.
(f) It is seen that almost all the doctors are facing problem in treating the
patient while prescribing medicine online. For that work, it is necessary to
appoint an assistant doctor or pharmacist with the doctor for smooth running
of the unit.
(g) After applying for the ‘UMID’ Card, it takes a long time to get approved.
