सांसद जून मालिया के प्रश्नों का रेल मंत्री ने दिया जवाब

सांसद जून मालिया ने बीते दिनों संसदमे खड़गपुर व आसपास के इलाकों में रेल परियोजनाओं में लेट लतीफी, निम्न स्तर के कार्य व ट्रेनों के विलंब से चलने सहित अन्य मुद्दों को उठाया था जिसका जवाब रेल मंत्री ने संसद में दिया।

खड़गपुर रेलवे स्टेशन का आधुनिकीकरण योजना

माननीय सांसद श्रीमती जून मलिया द्वारा खड़गपुर रेलवे स्टेशन के आधुनिकीकरण योजना पर पूछे गए प्रश्न के उत्तर में, श्री अश्विनी वैष्णव, रेल मंत्रालय, सूचना और प्रसारण मंत्रालय, इलेक्ट्रॉनिक्स और सूचना प्रौद्योगिकी मंत्रालय के मंत्री, ने निम्नलिखित जानकारी दी:

खड़गपुर रेलवे स्टेशन, जो पश्चिम बंगाल राज्य में स्थित है, को अमृत भारत स्टेशन योजना के तहत विकास के लिए पहचाना गया है। इस स्टेशन पर विकास कार्यों के लिए टेंडर जारी किए गए हैं और प्लेटफार्म की सतह और प्लेटफार्म शेल्टर की सुधार कार्य पूरा किया जा चुका है। इसके अलावा, नए स्टेशन भवन, प्रतीक्षालय, शौचालय, लिफ्ट और एस्केलेटर की स्थापना, परिसंचलन क्षेत्र के सुधार जैसे कार्य चल रहे हैं।

अमृत भारत स्टेशन योजना का उद्देश्य रेलवे स्टेशनों का निरंतर आधार पर विकास करना है, जिसमें लंबी अवधि की दृष्टि से मास्टर प्लान तैयार करना और उन्हें चरणबद्ध तरीके से लागू करना शामिल है। इस योजना में स्टेशन की सुविधाओं को सुधारने के लिए कई पहल की गई हैं, जैसे स्टेशन तक पहुँच सुधारना, परिसंचलन क्षेत्र, प्रतीक्षालय, शौचालय, लिफ्ट/एस्केलेटर की सुविधाएं, प्लेटफार्म की सतह और प्लेटफार्म पर छत का निर्माण, सफाई, मुफ्त Wi-Fi, स्थानीय उत्पादों के लिए ‘एक स्टेशन एक उत्पाद’ योजना के तहत कियोस्क, बेहतर यात्री सूचना प्रणाली, कार्यकारी लाउंज, व्यापार मीटिंग के लिए निर्धारित स्थान, लैंडस्केपिंग आदि।

इस योजना में स्टेशन भवन का सुधार, स्टेशन को शहर के दोनों किनारों से जोड़ना, मल्टीमॉडल इंटीग्रेशन, दिव्यांगजनों के लिए सुविधाएं, टिकाऊ और पर्यावरण मित्र समाधान, बैलास्टलेस ट्रैक की स्थापना जैसी पहल भी शामिल हैं।

अब तक, अमृत भारत स्टेशन योजना के तहत 1337 स्टेशनों का चयन किया गया है, जिनमें से 101 स्टेशन पश्चिम बंगाल राज्य में हैं। पश्चिम बंगाल राज्य में चयनित स्टेशनों के नाम निम्नलिखित हैं:

विकास/अपग्रेडेशन/आधुनिकीकरण योजना के वित्तीय विवरण:

योजनाओं का सामान्य रूप से वित्तीय प्रबंधन ‘प्लान हेड-53 कस्टमर एमेंटीज़’ के तहत किया जाता है। इसके तहत पश्चिम बंगाल राज्य में चार जोन कवर होते हैं: ईस्टर्न रेलवे, नॉर्थईस्ट फ्रंटियर रेलवे, साउथ ईस्टर्न रेलवे और मेट्रो रेलवे। इन जोनों के लिए 2024-25 के वित्तीय वर्ष में ₹1450 करोड़ का आवंटन किया गया है।

रेलवे स्टेशनों का विकास और आधुनिकीकरण एक जटिल कार्य है जिसमें यात्री और ट्रेन सुरक्षा सुनिश्चित करनी होती है और इसके लिए विभिन्न कानूनी मंजूरी प्राप्त करना आवश्यक होता है, जैसे कि अग्नि सुरक्षा, धरोहर, वृक्षारोपण, एयरपोर्ट सुरक्षा आदि। इसके अलावा, भूमि संबंधी चुनौतियाँ, उपयोगिता स्थानांतरण, ट्रेन संचालन में अवरोध, ट्रैक के पास कार्यों के कारण गति सीमाएँ आदि, कार्य की प्रगति को प्रभावित करते हैं। इसलिए, इस समय कोई निश्चित समय सीमा नहीं दी जा सकती।

MODERNIZATION PLAN FOR KHARAGPUR RAILWAY STATION

In reply to a question raised by Smt. June Maliah, Hon,ble MP on Modernization Plan For Kharagpur Railway Station, Shri Ashwini Vaishnaw, Minister of Railways, Information & Broadcasting and Electronics & Information Technology, pleased to answer the following:

Kharagpur railway station located in the state of West Bengal has been identified for development under Amrit Bharat Station Scheme. For development works at this station, tenders have been awarded and the works of improvement of platform surfacing and platform shelters have been completed and the works of construction of new station building, waiting hall, toilets, provision of lifts and escalators, improvement of circulating area, etc. have been taken up.

Amrit Bharat Station Scheme envisages development of stations on a continuous basis with a long-term approach. It involves preparation of master plans and their implementation in phases to improve the amenities at the stations like improvement of station access, circulating areas, waiting halls, toilets, lift/escalators as necessary, platform surfacing and cover over platform, cleanliness, free Wi-Fi, kiosks for local products through schemes like ‘One Station One Product’, better passenger information systems, executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station.

The scheme also envisages improvement of building, integrating the station with both sides of the city, multimodal integration, amenities for Divyangjans, sustainable and environment friendly solutions, provision of ballastless tracks, etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term.

So far, 1337 stations have been identified for development under Amrit Bharat Station Scheme, out of which 101 stations are located in the state of West Bengal. The names of stations identified for development under Amrit Bharat Station Scheme in the state of West Bengal are as following:

Development/ upgradation/modenisation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not work-wise or station-wise or state-wise. The state of West Bengal is covered under four zones viz. Eastern Railway, Northeast Frontier Railway, South Eastern Railway and Metro railway. For these zones, an allocation of Rs 1,450 Crores (Revised Estimate) has been made for the financial year 2024-25 under Plan Head-53.

Development/ upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, air-port clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringernents, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Therefore, no time frame can be indicated at this stage.
