केंद्रीय मंत्री मंडल की ओर से रेलवे कर्मचारियों के लिए बोनस की अनुशंसा किए जाने से खुश है रेल नगरी के लोग. खड़गपुर वर्कशाप व डिविजन को मिलाकर लगभग 20000 कर्मचारी बोनस का लाभ ले पाएंगे . 78 दिनों का बोनस मासिक 7000 के हिसाब से अधिकतम ₹17951 मिलेगा . सूत्रों से मिली जानकारी के अनुसार शुक्रवार तक सभी कर्मचारियों के खातों में बोनस की राशि भेज दी जाएगी ज्ञात हो कि खड़गपुर के बाजार भी रेल कर्मचारियों के बोनस पर आश्रित होते हैं
केंद्र सरकार व प्रधानमंत्री ने कोरोना काल में आर्थिक समस्याओं के बावजूद केंद्रीय कर्मचारियों के लिए बोनस भुगतान करने का निर्णय लिया। केंद्र सरकार के इस सराहनीय कदम के लिए दक्षिण पूर्व रेलवे मजदूर संघ के जोनल अध्यक्ष प्रहलाद सिंह ने प्रधानमंत्री को धन्यवाद ज्ञापित किया।
भारतीय मजदूर संघ के सेक्रेटरी जनरल मंगेश एम देशपांडे एवं सरकारी कर्मचारी राष्ट्रीय परिसंघ के सेक्रेटरी जनरल साधु सिंह ने क्रमशः रेलवे बोर्ड के चेयरमेन व सीईओ एवं वित्त मंत्री को पत्र लिखकर पीएलबी की मासिक सीलिंग लिमिट को 7000/- रुपये से बढ़ाकर 18000/- रुपये करने का अनुरोध किया था। लेकिन कोरोना महामारी के कारण आर्थिक समस्याओं के कारण केंद्र सरकार ने इस पर असमर्थता जतायी, लेकिन पीएलबी का भुगतान जल्द करने का आश्वासन दिया था। इसी क्रम में केंद्र सरकार ने उत्पादकता आधारित बोनस के भुगतान करने का निर्णय लिया।
इस संबंद्ध में दक्षिण पूर्व रेलवे मजदूर संघ के जोनल अध्यक्ष प्रहलाद सिंह भारतीय मजदूर संघ व भारतीय रेलवे मजदूर संघ के शीर्ष नेतृत्व को धन्यवाद दिया, जिनके सतत प्रयास के कारण केंद्र सरकार ने उत्पादक आधारित बोनस के भुगतान करने का निर्णय लिया। साथ ही केंद्र सरकार व प्रधानमंत्री को भी धन्यवाद ज्ञापित किया जिन्होंने कोरोना महामारी की कठिन परिस्थितयों के बावजूद कर्मचारियों के जेबों में पूजा के दौरान खुशी बांटने का कार्य किया।

What is the decision of the Cabinet?
The Union Cabinet in its meeting held on 06.10.2021 approved Productivity Linked Bonus (PLB) equivalent to 78 days’ wages for the financial year 2020-21 for all eligible non-gazetted Railway employees (excluding RPF/RPSF personnel).
How PLB is worked out?
a) Weightage to both the formula of year 2000 and the new formula based on Operation Ratio (OR) may be in the ratio of 50 : 50. This formula ensured equal representation to the productivity in terms of physical parameters as well as financial parameters. The formula recommended by the Committee has been used for calculation of PLB from 2014-15 to 2019-20.
What is the implementation Strategy and targets?
Payment of PLB to eligible railway employees before the Dusshera/ Puja holidays. The decision of the Cabinet shall be implemented before the holidays.
Why PLB should be paid?
The PLB amount of 78 days’ wages were paid for the financial years 2020-21 also PLB amount equivalent to 78 days’ wages will be paid which is expected to motivate the employees for working towards improving the performance of the Railways.
How much expenditure is involved?
The financial implication of payment of 78 days’ PLB to railway employees has been estimated to be Rs.1984.73 crores. The wage calculation ceiling prescribed for payment of PLB to the eligible non-gazetted railway employees is Rs.7000/- p.m. The maximum amount payable per eligible railway employee is Rs. 17,951 for 78 days.

How many employees would get benefitted?
About 11.56 lakh non-gazetted Railway employees are likely to benefit from the decision.

What is the coverage?
The Productivity Linked Bonus on Railway covers all non-gazetted railway employees (excluding RPF/RPSF personnel) who are spread over the entire country.

Payment of PLB to eligible railway employees is being done before the Dusshera/ Puja holidays. PLB amount equivalent to 78 days’ wages will be paid to about 11.56 lakh non-gazetted Railway employees. The maximum amount payable per eligible railway employee is Rs.17,951/- for 78 days. The above amount will be paid to various categories viz. Track maintainers, Drivers & Guards, Station masters, Supervisors, Technician, Technician Helper, controller, Pointsmen, Ministerial staff & other Group C staff.
78 days PLB to railway employees has been estimated to be Rs. 1984.73 crores. The above decision for payment of PLB has been taken despite adverse financial situation caused by Covid-19 challenges. The actual number of PLB days being paid is more than the days worked out on the basis of defined formulae. The payment of PLB acts as an incentive to motivate the railway employees for working towards improvement in the performance of the Railways.
